I'm trying to create a advertising website and I don't know where to begin. I want to know what program I can find and website I can use to create pictures and links. Are there any suggestions? I would like to keep it very inexpensive.

You need to give them a reason to advertise on your site first.
Advertisers want to know how many people actually visit your site. Once you have created content and have visitors, then you can work on getting advertisers.
If you want to start with advertisers look at affiliate programs like cj.com, linkshare.com, amazon.com (link at bottom of screen) and google.com/adsense
Once these programs are running then you can look to run your own banner program, and there are many scripts out there that you can get to run them.
